Statement from Oregon Revenue Coalition on House Passage of Bill that Rejects Trump Tax Giveaways

SALEM, ORE. (FEB. 25, 2026) – The Oregon Revenue Coalition released the following statement about the passage of S.B.1507 in the Oregon House of Representatives:

“Working families are the real winners of S.B. 1507. We are very grateful to members of the Working Families Caucus who did the right and responsible thing. We can’t sit by and watch Oregonians struggle to afford basic necessities while giving away hundreds of millions of our hard-earned tax dollars to mega-corporations and the ultra-wealthy.

“It’s important to remember that this is NOT a tax increase.  These handful of items we are disconnecting from federal tax law on, leaves the taxes in Oregon exactly what they were last year, which by definition makes them – not an increase.  Furthermore, those affected by this decision will still get the federal portion which is by far the majority of their tax burden.  Most importantly, the cuts we would otherwise have to make to critical services that the state funds like education, rent assistance, and mental health care would have been devastating to people who are already struggling.” said Representative Mark Gamba-D/WFP Milwaukie.

Our state is estimated to lose $15 billion—yes, billion—dollars in federal funding over the next 10 years, representing the single largest cut to safety-net programs in U.S. history — threatening working families and the most vulnerable among us. This requires our elected leaders to be creative and consider every possible revenue-raising measure.

“The work of responding to HR1 is ongoing and does not end with the passage of SB 1507,” said Senator Courtney Neron Misslin – D/WFP Willsonville. “It’s time to also pass HB 4014. We must continue to look for solutions that ensure ongoing funding for essential services that Oregonians rely on. HB4014 will continue this critical conversation and could help us reclaim hundreds of millions of dollars from the multinational corporations who are benefitting from but not paying their fair share here in Oregon.” 

“In my community it is the many who weigh costs when we buy groceries or pay bills, and the few who live with security,” said Lesly Muñoz, D/WFP – Woodburn. “All of us who govern in Salem have a responsibility to put working people first. Working families deserve at a bare minimum, to be able to put food on the table and afford good schools, childcare, and healthcare.”

The Oregon Revenue Coalition categorically rejects the argument that Oregon doesn’t have the money to fund basic necessities — not when the Governor’s bill, H.B. 4084 increases data center tax breaks rather than ending them, which would save our state over $450 million a year.  

We urge the Governor to sign S.B 1507 this legislation into law.

We encourage the Legislature to pass HB 4014 this session, and to disconnect from the other tax giveaways in HR 1 for the 2027 tax year to further protect Oregon families from federal policies that benefit the wealthy at the expense of everyone else.
